According to estimates in the region over fourteen million people are in need of emergency assistance currently and over the coming months, due to conflict and livestock disease, impacting upon an already poverty stricken region 1. These factors combine in different ways within the region.
It is difficult to disentangle and prioritise the various causes that have led to today’s food insecurity situation however a number of themes are identifiable:

The report is intended to help frame the issues and problems at the regional level, and outlines some general policy responses.
