DCG is looking for consultants to conduct outcome evaluations in Ethiopia and Mali

DCG is searching for consultants who can conduct evaluations of our program in Ethiopia and Mali, respectively. The application deadline to submit a bid for the one of these assignments is March 23rd 2009.

The Drylands Coordination Group (DCG) is a network driven by various non-governmental organizations on food security related development issues in the dryland areas of Africa. DCG's approach is to share practical experiences between various institutions such as NGOs and CBOs, research institutions, and policy making institutions. DCG currently has involvement in Ethiopia, Mali and Sudan. After several years of networking and operations (action research/policy research/capacity building) DCG has scheduled an evaluation both in Ethiopia and Mali to assess more closely what actual outcomes have resulted from the various activities undertaken over the past 5 years. Further, DCG wants to assess the network’s relevance, effectiveness, efficiency and sustainability.

Each evaluation is expected to take about six weeks and will consist of review of documents, field visits (to Ethiopia or Mali) including interview with project participants and staff and an independent analysis of the data gathered and writing the report. The results of the evaluation will also have to be presented at a DCG international networking seminar in Oslo, Norway, during the first week of June. We hereby invite consultants to submit a bid to conduct the evaluation. The bid should be submitted at the latest by March 23 2009.

The consultant applying for the evaluation should have:

  1. Experience conducting evaluations in the development sector and preferably of networks, including experience in the use of qualitative evaluation methods;
  2. Experience with assessing results linked to capacity building, research, and advocacy activities;
  3. Knowledge of the situation in Ethiopia or Mali and preferably working experience from Ethiopia or Mali;
  4. Preferably some prior knowledge of DCG’s work;
  5. Fluency in English and/ or French (oral and written).
