Indicators for promoting and monitoring Civil Society participation in the UNCCD implementation

Mali has ratified the United Nations Convention to Combat Desertification (UNCCD). This convention stipulates the need for planning at the grassroots level and moving towards the top, as well as community participation in the development and implementation of national action plans (NAP) in the countries concerned. It also asserts that non-governmental organizations (NGOs) used to working in the field and helping local communities implement their projects, could play a leading role in the implementation of action programs for different countries.  

In Mali, the process of development of the National Environmental Action Plan (NEAP) and National Action Plans (NAP) of the CCD was initiated as early as 1994. The process marks the Government’s will to honor its international commitments and resolve the environmental problems that the country faces.

The UNCCD states that the countries involved must designate a national body which could coordinate the implementation of the PAN-UNCCD. They must also develop relevant, quantifiable, and objectively verifiable indicators in order to ensure the implementation, monitoring, and evaluation of national action plans.

The present document on indicators was prepared in order to monitor and promote civil society participation (NGOs and community based organizations) in the development and implementation of national, regional, and communal action plans. To that effect, the convention advocates a broad partnership involving all stakeholders for an effective participation in the development and implementation of the NAPs, RAPs, and CEAPs. All actors involved are requested, under the aegis of the STP/CIGQE, to use the present document and the indicators formulated in order to ensure an effective participation of NGOs and PVOs in the effective implementation of the NAPs, RAPs,  and CEAPs.

The evaluation was carried out in the form of a comparative case study including Mali and Ethiopia. The evaluation has shown the lack of indicators for measuring civil society participation as well as other stakeholders, the effect of policies and various institutional creations in the development and implementation of CCD and national action plans both in Ethiopia and in Mali. The lack of indicators required was hampering the civil society monitoring the implementation of NAPs, RAPs and CEAPs.
