Following the years of drought in the , the government of adopted a new policy oriented towards food self-sufficiency. This policy translated, in the middle of the 80s, into the start of Irrigated Village Perimeters (IVPs) along the in the North of the country. This new approach that promotes the increase in productivity and agricultural production led to the interest and support by several development partners who willingly accompanied the establishment and development process of the IVPs.
After more than 20 years of full activity, the IVP system in the North of Mali did not meet expectations. Indeed, the IVPs are facing huge difficulties in all aspects (institutional, land, technical, socio-economic, financial, etc.) and the system is in complete decay even though it can play an essential role in terms of food security in the zones at stake.
Given the reality of the situation, it seemed to be a suitable time to conduct a study on the problem of IVPs in Northern Mali. The results of this study certainly provide orientation for new decisive factors that could eventually help improve the situation.
